Description
The solicitation seeks owners to develop or manage Section 811 Project‑Based Rental Assistance (PRA) units for non‑elderly disabled households in Massachusetts. The award will be a cooperative agreement with HUD‑funded rental assistance payments, requiring compliance with extensive HUD program guidelines, a 20‑year Rental Assistance Contract (RAC) and a 30‑year Use Agreement, and ongoing reporting, inspections, and fair‑housing obligations.
• Provide and maintain eligible multifamily units (minimum 5 units, up to 25 % of total units) that meet accessibility and habitability standards.
• Enter into a HUD‑approved RAC and Use Agreement, manage rent‑up and vacancy payments, and submit monthly assistance payment requests.
• Conduct annual recertifications, annual/3‑year physical inspections, and maintain detailed records for HUD compliance.
• Coordinate with Massachusetts agencies (EOHLC, EOHHS, MassHousing) for tenant selection, service delivery, and reporting via TRACS.
• Deliver a 20‑year operating pro‑forma, audited financial statements, and a site map demonstrating proximity to transportation and services.
