EXPANSION PILOT PROGRAM AMERICAN DREAM DOWN PAYMENT PROGRAM

The County of Middlesex is seeking a HUD‑certified housing counseling agency to deliver first‑time homebuyer training and to process applications for the Expansion Pilot of the American Dream Down Payment (EPPADD) program. The contractor will conduct quarterly group classes, provide a minimum of four hours of individualized counseling per applicant, collect and verify income and eligibility documentation, submit completed applications to the County, and invoice only after a successful closing. The contract is a firm‑fixed‑price, unit‑based award (fee per unit of service) for an initial 12‑month period with two optional one‑year extensions, subject to funding availability. Approximately 40 applicants are expected to close during the base year.
