The Massachusetts Housing Finance Agency (MassHousing) is issuing an RFP to fund and accelerate the production of starter homes in Massachusetts using manufactured, modular, or other cost‑effective construction methods. Up to three sponsors may receive low‑interest, non‑amortizing construction loans (up to $5 million preferred per sponsor) to build a minimum of five homes per project, with at least 20 % of units designated as affordable “MIM Restricted Units.” Sponsors must deliver occupancy‑ready homes within 12 months of construction start, provide detailed site, financing, and marketing plans, and meet extensive documentation requirements. The program’s total funding envelope is $10 million, with awards expected in April 2027.
