OPEN-ENDED REQUEST FOR PROPOSAL – JUSTICE INVOLVED SUPPORTIVE HOUSING

The New York City Department of Health and Mental Hygiene (DOHMH) is seeking qualified organizations to provide permanent supportive housing for justice‑involved adults with mental illness and/or substance use disorders. This open‑ended RFP is only available through the PASSPort system to vendors with an approved HHS Accelerator pre‑qualification. Proposals are accepted on a continuous basis, allowing agencies to submit whenever they are ready, provided they maintain the required PASSPort qualifications. The goal is to create stable housing environments for individuals cycling between jail, shelters, and treatment services, ultimately reducing recidivism and improving health outcomes. • Provide or manage permanent supportive housing units for adults (18+) who are justice‑involved and have mental health or substance‑use challenges. • Must hold an active PASSPort account with an Approved HHS Accelerator PQL status. • Ongoing submission process; no single bid opening date—proposals are evaluated continuously. • Service delivery includes housing acquisition, management, and wrap‑around supportive services aligned with DOHMH objectives.
