OPEN-ENDED – JUSTICE INVOLVED SUPPORTIVE HOUSING (JISH)

The New York City Department of Health and Mental Hygiene is seeking qualified providers to deliver permanent supportive housing for justice‑involved adults with mental illness and/or substance use disorders. This open‑ended solicitation allows organizations with an approved PASSPort HHS Accelerator Pre‑Qualification List status to submit proposals on an ongoing basis until the city’s housing needs are satisfied. The work involves managing housing units, delivering case‑management, mental‑health and substance‑use services, and coordinating with criminal‑justice and homeless‑service systems. • Target population: adults 18+ who cycle through jail, shelter, mental‑health and substance‑use systems. • Scope: acquisition/lease of permanent housing, provision of supportive services, case management, and outcomes reporting. • Ongoing award: proposals accepted continuously; no fixed quantity of units disclosed, allowing flexibility for providers with existing housing inventories or development capacity.
