OPEN-ENDED – JUSTICE INVOLVED SUPPORTIVE HOUSING (JISH)

The New York City Department of Health and Mental Hygiene is issuing an open‑ended RFP to procure permanent supportive housing units for adults (18+) who are justice‑involved, experiencing homelessness, and often have mental illness or substance‑use disorders. Proposals are accepted continuously through the PASSPort system, and the agency will award contracts on an ongoing basis as needs arise. This solicitation is limited to vendors who have an approved HHS Accelerator Pre‑Qualification List in PASSPort. • Provide permanent, supportive housing units (typically 1‑bedroom apartments) for justice‑involved adults with complex health needs. • Manage housing operations, case management, and coordination of mental‑health and substance‑use services. • Must maintain compliance with NYC health, safety, and housing regulations; reporting and data‑sharing through PASSPort.
