OPEN-ENDED – JUSTICE INVOLVED SUPPORTIVE HOUSING (JISH)

The New York City Department of Health and Mental Hygiene is seeking qualified providers to deliver permanent supportive housing for justice‑involved adults with mental illness and/or substance use disorders. The open‑ended RFP allows ongoing submissions through the PASSPort system, targeting organizations that already have an approved HHS Accelerator Pre‑Qualification List (PQL) status. The effort focuses on housing units that serve individuals cycling between jail, shelters, and treatment systems, with the aim of stabilizing this high‑needs population. • Provide permanent, supportive housing units (18+) for justice‑involved adults. • Serve individuals with mental health and/or substance‑use disorders, many with recent jail and shelter experience. • Ongoing solicitation – proposals accepted continuously until city’s needs are met, via PASSPort. • Requires an approved HHS Accelerator PQL status to submit. • Scope includes management, case‑management, and wrap‑around services to maintain tenancy and promote recovery.
