OPEN-ENDED – JUSTICE INVOLVED SUPPORTIVE HOUSING (JISH)

The New York City Department of Health and Mental Hygiene (DOHMH) is seeking proposals on an open‑ended basis to provide permanent supportive housing units for justice‑involved adults (18+) with mental illness and/or substance‑use disorders. The solicitation is limited to vendors with a PASSPort account and an approved HHS Accelerator Pre‑Qualified List (PQL) status. Proposals are accepted continuously through the PASSPort system, with a nominal due‑date placeholder of 12/31/2099. The work will involve acquiring, managing, and operating supportive housing facilities, coordinating with jail, shelter, and mental‑health service providers, and delivering case‑management and wrap‑around services to a highly mobile, high‑needs population. • Target population: adults cycling through jail, shelters, mental‑health system, often with co‑occurring disorders. • Scope: procurement, development, and operation of permanent supportive housing units; provision of supportive services and case management. • Eligibility: only firms/organizations with an active PASSPort account and approved HHS Accelerator PQL status may submit.
