The Department of Environmental Protection (DEP) is seeking a consultant to provide construction management services for the rehabilitation, upgrade, and replacement of the existing electrical systems at the New Clove Pumping Station. The scope of work includes replacement of existing Con Edison service transformers, electrical distribution equipment, pump motors, and associated starting mechanisms, as well as emergency backup diesel engines. The project also includes the construction of a new electrical building to house the electrical equipment. Key requirements include: * Proposers must self-perform at least 51% of the work * The proposed key personnel must possess and maintain a valid New York State professional engineering license for the duration of the contract * The contract term is anticipated to be 2,283 consecutive calendar days * The payment structure is anticipated to be Cost-Plus-Overhead-Plus-Fee * The contractor will be required to make documented good faith efforts to utilize at least 20% of the dollar value of the contract for combined utilization of Disadvantaged Business Enterprises (DBE) Some key personnel roles and their responsibilities include: * Construction Manager: provides technical support and guidance on major issues, ensures compliance with applicable policies and performance measures * Resident Engineer: provides all services necessary and required for inspection, supervision, management, coordination, and administration of the project * Assistant Resident Engineer: acts in a support role to the Resident Engineer and fills the role of the RE when they are unavailable * Cost Engineer: negotiates the Detailed Estimate Breakdown and reviews all subsequent payments * Project Scheduler: prepares an independent delay analysis and a follower schedule to provide guidance to DEP staff on the project status
