UNDERGROUND STORAGE SUPPLEMENT

The City of Roseville is seeking a consulting team to develop an Underground Storage Supplement (USS) to support long-term banking of its Middle Fork Project (MFP) water supplies. The USS is intended to expand the City's existing conjunctive use portfolio and enhance long-term water supply reliability, climate resilience, and operational flexibility. The selected consultant will support the City in the technical, regulatory, legal, operational, and planning necessary to advance the USS from concept to implementation. Key tasks include project initiation and data review, regulatory and institutional framework assessment, technical and hydrogeologic evaluation, operational and accounting framework development, and implementation roadmap. • The City's water supply portfolio includes Central Valley Project surface water, Middle Fork Project surface water, and an Aquifer Storage and Recovery (ASR) program. • The USS will require coordination with the Placer County Water Agency (PCWA) as the holder of the underlying MFP water rights. • The consultant team should demonstrate expertise in water resources engineering, hydrogeology, ASR and water banking programs, California water rights and regulatory permitting, and inter-agency agreements and institutional coordination. • The proposal should include a technical proposal, cost proposal, and required attachments, and should be submitted by April 16, 2026.
