155mm Modular Artillery for Combat Effectiveness (MACE)

This solicitation seeks a prototype development partner to design, build, and qualify a 155 mm cargo‑carrying artillery projectile (MACE). The effort is structured as an OTA prototype project with a Phase I duration of 34 months, culminating in the delivery of a qualified, loaded projectile for testing, followed by an optional Phase II that adds a range‑extension subsystem. The government will provide certain test equipment (e.g., M762 fuzes) but will not supply interface drawings, the expulsion charge, or detailed structural‑environment data, placing the design burden on the contractor. Cost proposals must include detailed, executable material quotes; rough estimates are not acceptable. Eligibility requires participation of a non‑traditional defense contractor (or nonprofit research institution) and at least one‑third cost‑share from non‑government sources. • Design and qualify a single 155 mm prototype projectile capable of 30–35 km range (Phase I) and optionally a range‑extension version (Phase II). • Deliver loaded, assembled, and packed projectiles for engineering, safety, qualification, and soldier testing; provide detailed Integrated Master Schedules (IMS). • Provide a scalable manufacturing plan to support potential follow‑on production of up to 10 000 units per year, with full cost breakdowns and a ≥ 33 % non‑government cost share.
