Description

The U.S. Army DEVCOM CBC, via the Cornerstone Other Transaction Agreement (OTA), will issue a competitive Cornerstone Initiative Request (CIR) after 08 Oct 2026 for the design, development, and demonstration of a Generation 2 Continuous‑Feed Narcotics Destruction prototype. The effort is limited to members of the Cornerstone consortium and will be funded through a fixed‑price OTA with milestone‑based payments. The prototype aims to replace legacy batch‑feed disposal systems with a high‑throughput, continuous‑feed solution, reducing security risks, logistical burdens, and costs associated with storing and transporting seized illicit substances. The period of performance is 36 months, with a potential follow‑on production OTA if the prototype succeeds. • Restricted solicitation – only Cornerstone consortium members may submit. • White‑paper proposals requested; award will be a fixed‑price OTA with incremental milestone payments. • Scope includes design, development, testing, and demonstration of a continuous‑feed narcotics destruction system. • Required: active SAM.gov registration, satisfactory FPDS/FAPIS status, and signed Cornerstone Consortium Management Agreement. • Key clauses: FAR 52.204‑25, DFARS 252.232‑7006, DFARS 252.204‑7012.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not disclose a budget. However, a 36‑month prototype development effort involving engineering design, system integration, testing, and potential follow‑on production typically falls in the multi‑million‑dollar range for defense‑related technology projects. Assuming a modest team, specialized equipment, and milestone‑based payments, a reasonable estimate would be between $5 million and $15 million. Factors influencing the final amount include the complexity of the continuous‑feed mechanism, required safety certifications, and any follow‑on production contracts.
