Description

The Air Force’s 772nd Enterprise Sourcing Squadron (772 ESS) is issuing an umbrella “MACH‑1” Other‑Transaction Agreement (OTA) framework to acquire innovative, agile construction and repair services for Air Force facilities. The notice is a market‑research “Sources Sought” posting; specific Facility Construction or Repair projects will be released as separate Areas of Interest (AOIs). Interested firms must be SAM‑registered and able to submit unclassified white papers (Phase 1), optional oral pitches (Phase 2), and full proposals (Phase 3) depending on the AOI. The OTA authority (10 U.S.C. § 2808a(a)) allows flexible pricing (FFP, GMP, cost‑reimbursable, etc.) and rapid delivery models such as Progressive Design‑Build, Accelerated Design‑Build, and Industrialized Construction. The government may retain solutions in a repository for up to 12 months and may award follow‑on work without additional competition if the initial effort succeeds. • Umbrella OTA framework – not a contract, grant, or cooperative agreement. • Individual project opportunities (AOIs) will be posted later with their own scopes, schedules, and budgets. • Required registrations: SAM and the Air Force electronic invoicing system (e.g., WAWF). • Phase 1: 5‑page white paper or 15‑slide deck (technical concept, ROM, schedule, credentials). • Phase 2: Optional oral pitch (in‑person or virtual). • Phase 3: Full proposal or direct negotiation, with pricing structures tailored to the project. • Government reserves right to cancel AOIs, limit participants, and share solutions across DAF installations. • No fixed dollar ceiling or award date in this umbrella notice; each AOI will define its own timeline and budget.

Budget estimate

$1,000,000 – $10,000,000

The umbrella notice does not disclose a budget. Individual AOIs will likely range from modest facility repairs (≈ $1 M) to larger new‑construction or modular projects (up to ≈ $10 M or more). Factors influencing the budget include project size, complexity (e.g., industrialized/modular vs. conventional), chosen pricing model (FFP vs. cost‑reimbursable), and the presence of incentive or GMP structures. A reasonable estimate for a typical AOI under this framework is between $1 million and $10 million.
