Humble Independent School District (Humble ISD) is establishing a rolling‑basis pool of qualified educational service consultants to support a wide array of programs and operations across its 48,000‑student K‑12 system. The district will award contracts on an as‑needed or annual basis for services such as curriculum development, professional development, assessment analysis, program enhancement (arts, athletics, CTE, ELL, gifted & talented), grant writing, strategic planning, and other consulting functions. Vendors must submit electronic proposals by 11/10/2026, answer any questions by 10/27/2026, and will be evaluated on price, reputation, quality, fit, past district experience, and other criteria. Successful firms will be placed on an approved vendor list and may receive multiple project awards through August 11, 2028.
• Open to any qualified consulting firm with experience in K‑12 education (minimum three Texas district references).

• Annual district spend on these services exceeds $50,000; contracts are firm‑price for the term.
• Proposals submitted via Humble ISD’s online bidding system; no fax or email submissions accepted.
• Insurance, background checks, and compliance with district code of conduct required.
