Description

The Gaffney Board of Public Works is seeking qualified firms to conduct a comprehensive Water System Master Plan Study. The study will evaluate the existing water infrastructure, forecast demand for the next 30‑50 years, explore raw and potable water supply alternatives, and produce actionable recommendations to guide long‑term planning and investment. • Assess current water system performance and capacity. • Develop demand forecasts and scenario analyses for 30‑50 years ahead. • Evaluate alternative water supply options (raw & potable) and recommend optimal strategies. • Deliver a detailed master plan with implementation phases, cost estimates, and policy guidance.

Budget estimate

$200,000 – $500,000

This type of municipal master‑plan study typically commands a professional‑services fee ranging from a few hundred thousand to well over a half‑million dollars, depending on scope depth, data requirements, and deliverable detail. Assuming a comprehensive 12‑month effort with multidisciplinary engineering, hydrology, and planning staff, a reasonable estimate would be $200,000 – $500,000. Factors influencing the range include the size of Gaffney’s water system, the complexity of alternative supply analyses, and the level of detail required for implementation phasing.
