5th Avenue West Down Drains – Storm Sewer Infrastructure Project

City of Duluth is seeking qualified contractors to construct a HDPE storm sewer pipe, install new catch basins and manholes, and reconstruct existing structures on a steep, undeveloped portion of 5th Avenue West. The work includes extensive earthwork, pipe installation, concrete structures, and associated traffic and erosion control measures, all required to meet Minnesota prevailing wage statutes and environmental regulations. • Scope: HDPE pipe installation (approx. 260 linear ft of 4‑in. pipe, 113 lin ft of 15‑in. RC pipe, 260 lin ft of 16‑in. HDPE pipe) plus replacement of manholes/catch basins. • Materials: Aggregate base, topsoil, cement, reinforcement, erosion‑control blankets, fertilizers, and related accessories. • Schedule: Anticipated start May 29 2026, substantial completion Sept 1 2026, final completion Oct 1 2026.
