Job Order Contract

The City of Tacoma is issuing a competitive Request for Proposals to award up to three Job Order Contracts (JOCs) for general construction, repair, maintenance and related public‑works services across the city and its public utilities. The contracts are indefinite‑quantity, on‑call vehicles that will use the City‑adopted Construction Task Catalog® for pricing, with adjustment factors submitted by bidders. The award will consider contractor qualifications (70 % of score) and cost adjustment factors (30 %). Successful primes must meet extensive Washington‑state licensing, bonding, insurance, LEAP workforce, and Equity‑in‑Contracting (EIC) requirements, and must subcontract at least 90 % of the work. The contracts have a base term of one year (with two optional one‑year extensions) and an estimated annual ceiling of $4 M, with a minimum spend of $50 K per contract. • Indefinite‑quantity “on‑call” framework using the Construction Task Catalog for unit‑price pricing. • Up to three contracts awarded; each contract minimum $50 K, max $8 M overall, individual job orders capped at $500 K. • Mandatory compliance with Washington prevailing‑wage statutes, LEAP local‑employment/apprenticeship goals, and EIC minority‑, women‑, and small‑business participation targets. • Bidders must submit a Phase 1 qualifications package by 3 Mar 2026 and, if qualified, a Phase 2 pricing package with adjustment factors and a bid bond.
