Description

The State of Delaware’s Department of Natural Resources and Environmental Control is seeking a qualified vendor to operate a staffed, non‑motorized water‑sports concession at Fenwick Island State Park. The contractor will rent kayaks, canoes, paddle boards, paddle boats and related accessories, may sell approved ancillary items, and must maintain safety, staffing, equipment, and reporting requirements throughout a two‑year contract period. • Provide on‑site, manned rental services (no self‑service kiosks) during a seasonal schedule that runs from early May through early October, with specified daily hours. • Supply and maintain all watercraft, safety equipment (rescue vessel, CPR‑certified staff, VHF radio, signage), a portable ADA‑compliant toilet, and temporary concession structures; remove all fixtures at season end. • Submit monthly usage reports, quarterly subcontractor diversity reports, keep records for five years, and meet insurance and licensing requirements before commencing work.

Budget estimate

$300,000 – $600,000

Based on similar state‑park concession contracts, annual revenues from equipment rentals, ancillary sales, and service fees typically range from $150k to $300k per year. Over the two‑year contract term, total earnings could therefore fall between roughly $300k and $600k, depending on visitor volume, pricing strategy, and ancillary sales.
