Description

The State of Delaware’s DNREC is seeking vendors to provide equipment, materials, and labor to implement eligible NOx‑reduction mitigation actions funded by the Volkswagen Environmental Mitigation Trust Fund Phase 5. The vendor must supply, install, or retrofit heavy‑duty trucks, buses, locomotives, marine vessels, airport ground‑support equipment, or high‑capacity forklifts, then report usage and emissions data, and destroy the replaced engines/vehicles. Funding is reimbursement‑only, with the Trust covering 25‑60 % of eligible costs depending on technology, and the sponsor covering the remainder. The contract runs for one year (potential 3‑month extension) and requires monthly and quarterly reporting, insurance, licensing, and compliance documentation. • Eligible actions include repowering or replacing Class 8 trucks, Class 4‑8 buses, freight switchers, ferries/tugs, shore‑power systems, airport ground‑support gear, and large forklifts. • Cost‑share varies by technology (e.g., 60 % VW share for all‑electric repower, 25 % for diesel vehicle replacement). • Proposals are due 30 Apr 2026 4 PM; questions must be submitted by 18 Mar 2026; award anticipated July‑August 2026. • Vendor must be registered in the Delaware Supplier Portal, provide required insurance, a Delaware business license, and submit both a sealed paper copy and electronic copy on USB.

Budget estimate

$500,000 – $2,300,000

The VW Trust allocates roughly $2.3 million for Phase 5. Since the Trust’s share ranges from 25 % to 60 % of eligible costs, the vendor’s reimbursable portion could be anywhere from about $575 k (25 % of $2.3 M) up to $1.38 M (60 % of $2.3 M). Adding the sponsor‑share that the vendor may invoice for, total contract value could reasonably fall between $0.5 M and $2.3 M, depending on the mix of diesel vs. electric projects and the amount of work the vendor secures.
