2026 Steam Boiler Burner Replacement for the Institute for Basic Research in Staten Island, NY (MWBE/SDVOB)

OPWDD’s Contract Management Unit for the Institute for Basic Research (IBR) is soliciting quotes from responsible and qualified MWBE, SDVOB or NYS small business contractors to replace the dual fuel burner on a 250HP steam boiler located at 1050 Forest Hill Road, Staten Island, NY 10314 in Building 25. The Scope of Work includes, but is not limited to, remove the existing dual fuel burner, install new dual fuel burner, and furnish and install all necessary piping, valves and fittings for the complete and proper installation. Prevailing wage will apply to this contract. Please note: the Institute for Basic Research-2026 Steam Boiler Burner Replacement is one procurement that has two ads posted: one representing opportunity type MWBE or SDVOB Discretionary between $50k - $1.5M, and the other for opportunity type NYS Small Business or Recycled Tech Discretionary between $50k - $500k. The description and bid documents for this procurement are exactly the same for each posting other than the difference in opportunity type. Only one award will be issued dependent upon the vendor’s status as MWBE/SDVOB or NYS Small Business. Pursuant to its discretionary authority under Article 15-A and 17-B of the New York State Executive Law and State Finance Law section 160(8) – Empire State Development Corporation certified Minority or Woman Owned Business (MWBE), New York State Office of General Services Service-Disabled Veteran-Owned Business (SDVOB), or New York State Small Businesses only. Please provide a copy of your firm’s certification documents when submitting a quote if your firm is an MWBE or SDVOB. State Finance Law 160 (8), defines the terms “small business concern” or “small business” as meaning a business which is resident in New York state, independently owned and operated, not dominant in its field, and employs one hundred or less persons. References, experience, financial resources, and applicable insurances are required. OPWDD may request bidders to submit at least three (3) references (Name, Title, Phone Number, and Email Address) associated with three (3) different projects (OGS, public, or private sector) of similar scope and size to the one identified in this RFQ that can provide evidence of the Contractor having experience in related work. The contractor will be required to comply with all local, state, and federal laws, regulations, and ordinances. Contractor and its subcontractors must be registered with the New York State Department of Labor (NYSDOL) and submit their Certificate of Contractor Registration at the time of the bid submission for any Article 8 project.
