Water Conservation Services and Assessment Program

The Santa Clara Valley Water District (Valley Water) is seeking an experienced consulting firm to provide comprehensive water‑conservation services over a four‑year period. The scope includes project‑management support, development of an updated strategic plan, modernization of the water‑conservation savings model, baseline studies, GIS‑based mapping, and creation of a real‑time data dashboard. The effort will require integration of GIS, data‑analytics, cloud‑based platforms (Salesforce, Oracle APEX, Power BI), and familiarity with California water‑efficiency regulations and stakeholder engagement. • Provide full‑service project management, QA/QC, and reporting for all tasks. • Deliver a data‑driven strategic plan, updated savings model, and baseline studies for residential and commercial‑industrial sectors. • Produce interactive GIS maps and a web‑based dashboard that integrates AMI, program participation, and regulatory reporting. • Supply technical documentation, training, and optional supplemental analyses via task orders. • Meet certification requirements (any two of PMP, GISP, LEED‑AP, Water‑Efficiency Practitioner, ESRI ArcGIS Pro, Salesforce, Oracle APEX, Power BI, CalWEP/AWE membership, EPA WaterSense® Partner, CPUC data‑sharing participation).
