Pre-Solicitation Notice - L3 Harris

The 496th Air Base Squadron, Morón Air Base, Spain, intends to award a sole source, firm-fixed-price contract for a Command and Control (C2) equipment upgrade. The upgrade includes proprietary hardware, software, integration support, and configuration necessary to maintain interoperability with existing fielded systems. The Government requires a fully compatible solution that ensures continuity of operations, secure communications, and seamless integration with existing C2 infrastructure. Key points to consider: • The contract will be awarded on a sole source basis to L3Harris Technologies, the original equipment manufacturer (OEM) and the only known source capable of meeting the Government’s precise operational, interoperability, and proprietary software requirements. • The Government is seeking a fully compatible solution that ensures continuity of operations, secure communications, and seamless integration with existing C2 infrastructure. • The contract will be a firm-fixed-price contract, and the acquisition will be conducted using simplified procedures under FAR 12.201-1. • Although this is a sole source acquisition, all responsible sources may submit a capability statement demonstrating their ability to meet the Government’s requirement.
