Description
The City of Sanford is soliciting sealed bids for the design‑build construction of the Jackson Heights Community Development Block Grant – Non‑Regulatory (CDBG‑NR) project. The scope includes a full range of civil infrastructure work:
• Temporary traffic control and site access
• Clearing, grubbing, and demolition of existing structures
• Temporary erosion control measures
• Installation of new public sanitary sewer lines
• Installation of new public waterlines
• Installation of storm drainage system
• Asphalt milling, pavement patching, and new roadway construction
• Sidewalk construction and road signage
Bidders must be licensed as North Carolina Public Utilities Contractors, demonstrate experience on similarly sized projects, and comply with HUD CDBG requirements, Davis‑Bacon, Executive Orders on equal opportunity, and minority‑subcontractor outreach. Bids are due by October 8, 2026, with a non‑mandatory pre‑bid meeting on September 24, 2026.
