The Vermont Agency of Digital Services (on behalf of the Agency of Natural Resources, Fish & Wildlife Department) is seeking a modern Point‑of‑Sale (POS) solution—either SaaS or commercial off‑the‑shelf—to manage licensing, permits, lottery, gift‑certificate, payment processing, reporting, and law‑enforcement tools for hunting and fishing activities across the state. The contract will cover implementation services and five years of ongoing operation, maintenance, and support. Vendors must demonstrate functional fit, robust security (FedRAMP, NIST, PCI‑DSS), accessibility (WCAG 2.0 AA), and integration capability with existing state systems.
• Core functions: license/permit issuance, lottery management, gift‑certificate handling, payment processing, harvest reporting, and law‑enforcement interfaces.
• Non‑functional requirements: high availability, data migration, backup & recovery, accessibility, security compliance, and multi‑year support.
• Submission: single PDF ≤ 40 MB emailed by May 8 2026 4:30 PM ET; includes cover letter, technical response, bidder form, certifications, and pricing.
• Evaluation criteria: bidder profile, solution fit, implementation services, maintenance/support, pricing (total 100%).
• Contract start: anticipated September 1 2026; five‑year service term thereafter.
