Description

The Office of the Nonproliferation and Disarmament Fund (NDF) is seeking information on a comprehensive, multi-layered Counter-Unmanned Aircraft Systems (C-UAS) defensive equipment solution. The primary objective is to secure a system capable of continuous, real-time drone detection, tracking, identification, and controlled mitigation within diverse, high-clutter operational environments. The system should be able to handle complex environmental clutter, autonomous threats, and protocol-level integration. The NDF is looking for a system that can provide early warning and definitive threat classification against Group 1 and Group 2 Unmanned Aircraft Systems (UAS). Some key features and requirements of the system include: • Threat Set Versatility: The system should be able to detect and respond to a variety of threats, including custom, home-built, or modified DIY protocol variants. • Autonomous / Dark Drone Detection: The system should be able to detect and track targets flying autonomously via pre-programmed waypoint navigation without active RF uplink/downlink emissions. • Pilot vs. Drone Geolocation: The system should be able to define the operational delta between detecting the aircraft and locating the Ground Control Station (GCS). • Track Confirmation Metrics: The system should have clear criteria for constituting a "confirmed track" vs. an unconfirmed signal anomaly. • Signal Discrimination: The system should be able to automatically isolate UAS signatures from local environmental noise. The NDF is seeking responses from interested parties that can provide a comprehensive solution to these requirements.

Budget estimate

$1,000,000 – $10,000,000

It is difficult to estimate the budget for this opportunity, as it is a request for information (RFI) rather than a solicitation. However, the cost of a comprehensive Counter-Unmanned Aircraft Systems (C-UAS) defensive equipment solution could be substantial, potentially in the range of $1 million to $10 million, depending on the complexity of the system and the requirements of the NDF. The budget could be influenced by factors such as the number of systems required, the level of customization needed, and the duration of the contract.
