Description

The New York Waterway Hybrid Ferry Retrofit Project calls for a qualified contractor to design, engineer, and install battery‑electric (or hybrid) propulsion systems on existing commuter ferries, provide associated charging infrastructure, and deliver full testing, certification, and crew training. The work includes retrofitting two baseline vessels with an option to upgrade up to four additional vessels, supplying mobile and permanent shore‑side chargers, and ensuring compliance with U.S. Coast Guard conversion standards and NJ Transit’s regulatory requirements. The contractor must also submit detailed subcontractor utilization forms, DBE documentation (though no DBE goal is set), and performance bonds, and must acknowledge all addenda. • Retrofit two (with optional four) NY Waterway ferries to hybrid/battery‑electric propulsion, meeting 80 min battery operation and 10‑min dock‑side recharge. • Deliver engineering, design, procurement, installation, testing, commissioning, documentation, and crew training. • Provide permanent (high‑power) and optional mobile charging stations; integrate with existing 480 Y/277 V dock power. • Comply with USCG Subchapter K, NJ Transit’s DBE and Buy‑America requirements, and submit extensive subcontractor and certification paperwork.

Budget estimate

$5,000,000 – $15,000,000

No contract value is disclosed, but retrofitting a single ferry to hybrid propulsion typically ranges from $5 million to $10 million, depending on battery size, integration complexity, and charging infrastructure. With two baseline vessels and optional upgrades for up to four additional vessels, total project spend could fall between $20 million and $50 million. Assuming the contractor captures the full engineering‑design‑install scope, the firm’s fee (including profit) might be roughly 20‑30 % of total spend, yielding an estimated earnings range of $5 million to $15 million. Factors influencing the final amount include the number of optional vessels pursued, the scope of charging‑station work, and any cost‑plus or fixed‑price pricing structure adopted.
