Description

The State of Wyoming Department of Health is seeking a qualified vendor to deliver a high‑fidelity wrap‑around care‑coordination model (C.O.M.P.A.S.S.) for Medicaid‑eligible children and youth with serious mental/behavioral health challenges. The contractor will design, implement, and operate the program over an initial five‑year period (with up to two optional extension years), providing comprehensive case management, team‑based service planning, and outcome‑based reporting. The solicitation requires detailed technical and cost proposals, adherence to strict confidentiality and insurance requirements, and the ability to meet performance‑related service level agreements. • Target population: Medicaid youth (ages 4‑21) at risk of out‑of‑home placement, in psychiatric residential treatment, acute hospital care, or on the Children’s Mental Health Waiver. • Scope of work: program design, staff recruitment/training, care‑team coordination, data collection, reporting, and ongoing maintenance/support. • Contract length: 5‑year base term, optional 2‑year extension (total ≤ 7 years). • Estimated budget: per‑member‑per‑month rates capped at $1,000; projected annual spend in the multi‑million‑dollar range. • Key dates: RFP released Aug 31 2026; questions due Sep 15 2026; proposals due Sep 30 2026; award expected Oct 30 2026; operations begin Mar 1 2027.

Budget estimate

$8,000,000 – $20,000,000

The contract is a multi‑year, performance‑based agreement with a maximum per‑member‑per‑month rate of $1,000. Assuming the baseline estimate of 300 youth in year 1 (as shown in the pricing schedule) yields $300,000 per month, or roughly $3.6 million per year. Over a five‑year base term this translates to about $18 million. Considering potential variations in enrollment, optional years, and the fact that the $1,000 cap is a ceiling (actual rates are often lower), a realistic award range is estimated between $8 million and $20 million.
