The U.S. Army Corps of Engineers, Sacramento District, is seeking to acquire 16.08 Giant Garter Snake (GGS) habitat mitigation credits to comply with the terms of multiple U.S. Fish and Wildlife Service (USFWS) Biological Opinions. The credits must be purchased from a USFWS-approved mitigation bank located within the Sacramento Basin service area. The selected mitigation bank will provide all necessary documents associated with the credits, representing the full transfer of environmental liability and including the provision of all necessary real estate, labor, materials, equipment, and long-term management supplies required by the mitigation bank to sustain the habitat in compliance with the specified USFWS Biological Opinions.
• The acquisition is restricted to a limited source basis due to regulatory constraints.
• The USFWS mandates that mitigation credits must be purchased from a bank within the Sacramento Basin service area.
• Market research indicates that only a limited number of approved mitigation banks possess GGS credits within the mandated service area.
• The Government will actively pursue potential bulk-purchase discounts during final price negotiations to ensure the final price is fair, reasonable, and represents the best value to the Government.
