Spokane Transit Authority (STA) is seeking qualified firms or individuals to provide professional actuarial services for its Other Post‑Employment Benefits (OPEB) program in compliance with Governmental Accounting Standards Board No. 75 (GASB 75). The contractor will perform annual actuarial valuations, prepare GASB‑required disclosures, and deliver detailed reports each fiscal year for a five‑year contract term. The scope includes developing assumptions (discount rate, health‑care cost trends, mortality tables), producing liability schedules, and providing certifications per ASOP standards.
