NOFO# 3342 - 0726 SCIP: Local FRO Implementation Support

The Illinois Criminal Justice Information Authority (ICJIA) is issuing a competitive grant (NOFO# 3342‑0726) to support local government implementation of Firearms Restraining Orders (FROs) under the State Crisis Intervention Program (SCIP). Up to $5 million is available statewide, with individual awards ranging from $150 k to $1 million. Eligible applicants include state, county, city/township, special district governments and other public entities. Funds may be used for FRO training, compliance/enforcement, program implementation, treatment linkages, and community infrastructure. Applications must be submitted electronically via the Euna system; late or paper submissions are not accepted. Technical assistance sessions are offered. Award decisions are expected after a December 2026 budget committee review, with one award per defined region. Recipients must comply with federal and state reporting requirements and may sub‑award to nonprofits or other agencies under strict monitoring.
