Description

The National Institute of Justice (NIJ) seeks applicants to conduct a two‑phased evaluation of the Bureau of Justice Assistance’s Byrne State Crisis Intervention Program (SCIP). Phase I requires an evaluability assessment of existing SCIP programs (e.g., crisis‑intervention courts, ERPOs, mental‑health courts). Phase II involves a full effectiveness evaluation across multiple program areas, measuring outcomes such as reduced crisis incidents, court efficiency, and public safety impacts. Up to four awards will be made—one per topic area—under a cooperative‑agreement mechanism, with a total estimated funding pool of $23.8 million and a ceiling of $5.94 million per award. Eligible entities include state governments, local governments, universities, nonprofits, for‑profit firms, and tribal entities. Applications must address both phases and clearly identify the SCIP program area(s) on the title page. • Supports research and evaluation of crisis‑intervention courts, extreme‑risk protection orders, mental‑health, drug, and veterans courts. • Requires a two‑phase approach: evaluability assessment + full effectiveness study. • Cooperative agreement (grant) with up to four awards; total funding ≈ $23.8 M. • Open to a broad range of public, private, and tribal applicants. • Deadline for submission: 11 Nov 2026; award decisions not yet dated.

Budget estimate

$1,000,000 – $5,943,493

The total estimated funding for the solicitation is $23,773,974, with an award ceiling of $5,943,493 per award. Assuming four awards, a typical contract could range from a modest $1 million (for a limited‑scope evaluability study) up to the ceiling of $5.94 million for a full two‑phase evaluation. Factors influencing the final amount include the breadth of program areas covered, the depth of data collection, and the level of partnership required under the cooperative‑agreement.
