DPS Post 13 Upper Parking Lot Replacement

The State of Iowa Department of Administrative Services (DAS) is seeking professional design services for the replacement of the upper parking lot at the Department of Public Safety Post 13. The selected firm will provide design services, including construction drawings and specifications, and will assist with bidding and construction administration. The project is expected to commence in January 2026 and be completed by November 2026. The scope of work includes: • Demolition and removal of the existing upper parking lot • Installation of new concrete paving • Replacement of the sidewalk and front stoop areas • Design for ADA compliance • Geotechnical investigation and coordination • Field examination of the existing buildings • Design for scope of work • Material recommendations • Survey work • Coordination with State agencies • Quality control during design, preconstruction, and construction The selected firm will be required to provide a lump sum price for the design services, including all reimbursables. The firm will also be required to provide hourly rates and anticipated hours by position for all persons assigned to the project. Key considerations for the project include: • The ability to commence work upon execution of a contract • The ability to complete the project within the specified timeframe • The ability to provide high-quality design services • The ability to work collaboratively with the Construction Manager and other stakeholders • The ability to provide cost-effective solutions The evaluation criteria for the proposals will include: • Qualifications (experience and expertise of staff assigned for similar projects) • Approach and proposed methods • The firm's proposed schedule with respect to the State's needs • Stipulated fee, hourly rates, and anticipated hours by position • Interviews (optional) • Key services to be provided: design, construction administration, and bidding assistance • Key deliverables: construction drawings and specifications, design development documents, and construction documents • Key performance indicators: timely completion of the project, quality of design services, and cost-effectiveness
