CONCEPTUAL PHASE PPEA PROPOSALS FOR A NEW COUTHOUSE

Goochland County is seeking Conceptual Phase proposals under the Public‑Private Education Facilities and Infrastructure Act to design, construct, and close‑out a new County Courthouse of approximately 75,000 sq ft. The project will house multiple courtrooms, judges’ chambers, a jury assembly area, clerk offices, security and holding facilities, as well as ancillary services such as the Commonwealth Attorney’s office and adult probation. Bidders must follow the county‑adopted PPEA guidelines and submit comprehensive design‑build solutions covering pre‑construction, construction, and close‑out phases. • Design and engineering services for a multi‑court complex (Circuit, General District, Juvenile & Domestic Relations). • Full construction management, including site work, structural, interior finishes, and MEP systems. • Close‑out services such as commissioning, warranties, and as‑built documentation. • Compliance with PPEA public‑private partnership requirements and county‑approved specifications.
