CDCR @ Chino Farming Lease ±700 Acres

The California Department of General Services (DGS) on behalf of the California Department of Corrections and Rehabilitation (CDCR) is seeking proposals for a ground lease of approximately 700 acres of farmland and open space at the California Institution for Men (CIM) in Chino, California. The lease will be for a term of up to 20 years, with options to renew. The successful bidder will be required to submit a Sustainable Land Management Plan (SLMP) outlining their operation and plan to maintain the land, including farming, effluent disposal, and groundwater recharge efforts. The bidder will also be required to provide comprehensive, sustainable land management and maintenance, including weed abatement for fire control and mosquito abatement on all CIM open space. • The lease term is negotiable for up to 20 years, with a minimum term of 5 years and options to renew for an additional 15 years. • The bidder must provide a SLMP that includes farming, effluent disposal, groundwater recharge efforts, land management activities, and best efforts to support the Chino Basin via policies implemented by the Chino Basin Watermaster. • The bidder must have the authority to enter into a ground lease agreement with the State of California on the State's property. • The bidder must outline details of their farming operation, including irrigation, crop rotation, and soil nutrients. • The bidder must obtain all necessary permits from the appropriate agencies for the proposed operations. • The bidder must provide and maintain all equipment required to plant, cultivate, irrigate, and harvest crops. • The bidder must mitigate fire risks by initiating fire safety and risk mitigation practices, including equipment safety training, implementing operational safety standards, conducting weed abatement, and other land maintenance activities.
