Description

The State of Iowa is seeking a qualified vendor to provide a “Tower Lighting‑as‑a‑Service” (TLaaS) solution for eleven Department of Public Safety communication towers. The award will be a master agreement covering installation, ongoing maintenance, 24/7 monitoring, FAA compliance, and certification of modern dual‑color LED lighting systems, all for a fixed monthly fee. The contract runs for three years with up to three one‑year renewal options, and the vendor must be able to begin work within 30 days of award. • Provide design, supply, installation, and commissioning of FAA‑compliant E1 dual red/white LED tower lights (replacing aging A1 incandescent units). • Deliver continuous remote monitoring, automated FAA notifications, and both scheduled and emergency maintenance services, including parts replacement. • Supply training, documentation, and direct support to Iowa agency staff; submit regular FAA compliance, monitoring, and maintenance reports; and adhere to net‑60 payment terms plus a 1 % administrative fee.

Budget estimate

$1,000,000 – $3,000,000

Based on a fixed monthly rate for the entire service across 11 towers, a reasonable estimate would be between $1 million and $3 million over the three‑year base term. Assuming a modest rate of $3,000 per tower per month, total monthly revenue would be $33,000, yielding roughly $1.19 M over 36 months. At a higher end ($7,000 per tower per month), revenue would be $77,000 per month or about $2.77 M. The range accounts for variations in service scope, monitoring technology costs, and potential renewal extensions.
