Description

The National Cancer Institute (NCI) is issuing a Notice of Intent to Sole Source for image‑processing services supporting the Baltimore Longitudinal Study of Aging (BLSA). The work will be performed by Vanderbilt University’s Center for Computational Imaging, leveraging proprietary regression, calibration, segmentation, and analysis scripts for multimodal MRI and CT data. Vendors may submit a capability statement to demonstrate comparable expertise, but the contract is expected to be negotiated directly with Vanderbilt under FAR 12.102(a) as the only source. • Services: custom neuro‑imaging data processing, segmentation of muscle/fat, longitudinal multimodal analysis, development of regression and inference pipelines. • Scope: processing of existing BLSA MRI/CT datasets; delivery of scripts, processed data, and analysis reports. • Timeline: not specified; submissions due by 12:00 pm EST, 23 Sep 2026. • Sole‑source justification: only Vanderbilt possesses the required methods and prior performance. • Potential deliverables: cleaned image sets, quantitative metrics, documentation of methods, and final analysis results.

Budget estimate

$200,000 – $500,000

No contract value is disclosed. Based on the specialized nature of the image‑processing work, the need for custom algorithms, and typical NIH research‑service rates, a reasonable estimate is between $200,000 and $500,000 for the full scope of deliverables. The lower end assumes a modest dataset and limited consulting hours; the higher end reflects extensive multimodal processing, detailed reporting, and potential software hand‑over.
