Subscription Services for the National Library of Medicine

The National Library of Medicine (NLM) is seeking information from qualified small businesses to determine their capability to provide subscription services for biomedical literature. The contractor will be responsible for furnishing all necessary labor, materials, supplies, equipment, and services to place new and renewal subscription orders on NLM's behalf and to provide related services. The subscription services include print and electronic formats, and the contractor must have an online system accessible for customer use via the Internet. The contractor must also be capable of providing a consolidation service for print issues and have a contingency plan for continuity of contracted services in the event of a disaster. • The contractor must be capable of providing subscription services and management for biomedical literature published worldwide by multinational, commercial, governmental bodies, and non-commercial organizations, in various formats and languages. • The contractor must have an online system accessible for customer use via the Internet, with functionality such as bibliographic information, pricing models, order information, and invoice payment information. • The contractor must be capable of providing a consolidation service for print issues, including collecting and recording issues, packing and shipping, and providing access to an online system for tracking shipments. • The contractor must have a contingency plan for continuity of contracted services in the event of a disaster, including back-up procedures and procedures for responding to changes requested by NLM.
