Description
The Department of Defense, through DLA Energy, is seeking a qualified private entity to assume full ownership, operation, and maintenance of the water distribution system serving U.S. Army Garrison‑Hawaii on Oahu. The contractor will be responsible for all aspects of utility management—including operation, maintenance, repairs, capital upgrades, environmental compliance, and financing of all necessary investments. The transfer will be executed via a Bill of Sale after a transition period, and the new owner must provide continuous, reliable water service to all government and tenant connections. Offerors must be registered in SAM.gov, obtain access to secured solicitation documents, and submit a subcontracting plan if they are not a small business. The solicitation is unrestricted and competitive.
