Taxation - Real Property Tax Exemption & Remission Streamline

The Ohio Department of Taxation is seeking a vendor to implement a new Software as a Service (SaaS) or Commercial Off the Shelf solution to manage the DTE 23 & 24 Applications for Real Property Tax Exemption and Remission. The system will streamline the submission, certification, and review process between Property Owners, County Auditors, and the Ohio Department of Taxation while providing secure access and real-time status visibility for all users. The scope of work includes: • Digitizing and automating the submission, certification, and approval of up to four (4) DTE exemption forms • Providing a seamless, user-friendly application process for property owners • Streamlining workflow by enabling electronic review, certification, and forwarding of applications • Ensuring transparency by delivering real-time visibility into application status and performance metrics • Providing log-in authentication for property owners, county staff, school districts, and ODT staff • Automating workflow and providing notifications, task management, and escalation for pending items • Flagging incomplete or invalid submissions as exceptions • Providing the ability for property owners to view and track status • Adding notes and attachments that are collected during the application review and research process • Creating mailing templates for request for information letters and final determinations • Providing data validation and integration, conversion, electronic signatures, and document management • Ensuring security, accessibility, and maintenance of the system • Providing tiered support with defined service level agreements and reporting and auditing capabilities • Processing approximately 4,000 applications on a yearly basis • Delivering staff training on the new workflows and system functionalities • Providing documentation for ongoing maintenance, administration, and troubleshooting • Managing the project and providing a project timeline with discrete milestones.
