JP Murtha Float Mooring Bitts Retrofit

The United States Army Corps of Engineers (USACE) Pittsburgh District seeks a prime contractor to retrofit existing hydraulic structures within an active navigation lock by installing government‑furnished floating mooring bitts into a contractor‑fabricated embedded steel frame. The effort requires in‑the‑wet construction, including floating plant operations, dewatering cofferdam installation, heavy demolition, concrete work, structural steel fabrication, and commercial diving support. The contractor must complete all work within 730 calendar days after receipt of a Notice to Proceed and will be awarded a firm‑fixed‑price construction contract. • Install floating mooring bitts on the River Chamber Middle Wall using a fabricated embedded frame. • Provide and operate a floating plant (crane/deck barge and push boat) compliant with EM 385‑1‑1. • Design, fabricate, install, and seal two steel dewatering boxes (cofferdam) for a maximum of 90 days. • Perform concrete wire‑sawing, core drilling, demolition, and cast‑in‑place concrete integration. • Fabricate heavy steel anchorage frames and install government‑furnished bitts. • Supply certified commercial dive teams for underwater inspection, rigging, and cofferdam sealing. • Maintain all existing structures in equal or better condition after work completion.
