Advancing Naval Capabilities through Holistic Opportunities and Resources (ANCHOR) Initiative

The United States Special Operations Command (USSOCOM) is seeking parties interested in participating in the Advancing Naval Capabilities through Holistic Opportunities and Resources (ANCHOR) Initiative. The initiative aims to accelerate the application of innovative technologies into deployable warfighting capabilities in support of Special Operations Forces (SOF). The focus areas include Unmanned Systems, Counter-Unmanned Systems, Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR), Scalable Effects, Human Performance, and Human-Machine Teaming. Entities wishing to participate must send an email with their CAGE Code/Unique Entity ID and documentation demonstrating technical relevancy in the designated Focus Areas. Some key points to consider: • The initiative will use Other Transaction Authority in accordance with 10 U.S.C. 4022 and 10 U.S.C. 4023. • Competitive procedures are not required to enter into agreements to carry out Prototype Projects for experimental purposes. • A follow-on production contract or agreement may be awarded to the Prototype Project recipient in a non-competitive manner upon successful completion of the prototype project. • The ANCHOR Initiative will be carried out under the terms of a Participant Basic Agreement (PBA). • Entities must be registered in the System for Award Management (SAM) with a designated purpose of registration identified for all awards.
