The California Department of Fish and Wildlife (CDFW) is seeking a permittee to conduct vegetation disposal activities on the Plum Creek Allotment, located on the Tehama Wildlife Area in Tehama County. The permittee will be required to graze the premises in a manner consistent with the overall goals of managing deer winter range, while meeting specific objectives for residual dry matter (RDM) and protecting sensitive habitat types. The permit term will be four years and seven months, with an annual grazing period of four months. The permittee will be required to submit a proposal that includes a statement of qualifications, a proposal for each of the eight goals listed in the RFP, and a fee proposal.
• The eight goals include: achieving a minimum of 446 pounds per acre and a maximum of 800 pounds per acre of RDM by May 15 annually; avoiding negative impacts to riparian areas; avoiding negative impacts to wetlands; measuring RDM to meet the objective; providing for even distribution of livestock throughout the allotment; describing the plan for ingress and egress of livestock; implementing changes to the grazing term as determined by the State; and minimizing and addressing livestock trespass onto adjoining properties.
• The CDFW will evaluate proposals based on the criteria set forth in the RFP, including the bidder's experience, qualifications, and proposed fee.
• The CDFW reserves the right to reject any or all proposals and to waive any immaterial deviations in a proposal.
