El Paso Independent School District (EPISD) is issuing a Competitive Sealed Proposal (RFP) for a Job Order Contract (JOC) that will cover district‑wide site improvement work. The contract is an indefinite‑delivery/indefinite‑quantity (IDIQ) agreement with an initial term of two years and up to three optional one‑year extensions. EPISD seeks qualified single‑trade vendors to perform repair, replacement, installation, and maintenance on:
• Playgrounds – structures, safety surfacing, shade canopies, fencing, site furnishings, and optional chess/checker boards.
• Athletic sites – removal of existing materials and installation of new surfaces, markings, and related components.
• Marquees – removal, repair, new installation, electronic displays, and ongoing maintenance.
• Site drainage and pavement – asphalt, concrete, sidewalks, ADA ramps, curbs, gutters, storm drains, parking lots, and drive lanes.
Vendors must submit a full proposal package (methodology, experience, cost estimate, personnel, safety plan, financials, etc.) through EPISD’s E‑Bid/Ionwave system by 2:00 PM MT on 9 September 2026. A non‑mandatory pre‑proposal informational conference is scheduled for 19 August 2026. The award is expected in October 2026, with work commencing shortly thereafter. All work is subject to Texas procurement statutes, bonding, insurance, and extensive certifications (firearms, Israel, energy, anti‑terrorism, foreign‑owned, etc.).
