Climate Action Plan — Request for Proposals

The City of Robbinsdale is seeking a consultant to develop a comprehensive Climate Action Plan (CAP) that integrates greenhouse‑gas inventory, vulnerability assessment, community engagement, and actionable mitigation and adaptation strategies. The consultant will manage project coordination, facilitate stakeholder outreach, produce data‑driven emissions analyses, craft a vision with measurable goals, and prepare a final plan ready for City Council adoption, while also supporting the MPCA Local Climate Action grant reporting. • Deliver a full CAP including GHG inventory, risk/vulnerability analysis, equity mapping, and implementation roadmap. • Conduct three community‑engagement events, support an advisory group, and provide outreach materials. • Provide project management, bi‑weekly status meetings, and grant reporting assistance within a $49,000 budget, culminating by June 30 2027.
