Description
The County of Atlantic, New Jersey is seeking a qualified law firm to serve as bond counsel for upcoming municipal bond and bond anticipation note (BAN) issuances, including preparation of bond ordinances, legal opinions, and post‑closing documentation. The contractor must be a New Jersey‑licensed attorney with extensive experience in public‑finance transactions exceeding $25 million, and must comply with a suite of statutory certifications (affective‑action, non‑collusion, Iran/Russia disclosures, insurance requirements, etc.). The scope covers drafting ordinances, preparing official statements, providing legal advice on bond structures, delivering closing document packages within 90 days of each issuance, and optionally offering rebate‑calculation services. No retainer is allowed; fees will be on a per‑$1,000 issuance schedule plus hourly rates for additional services.
• Provide full bond counsel services for Chapter 12 community‑college bonds, general‑obligation bonds, and BANs, including ordinances, resolutions, legal opinions, and closing documentation.
• Must demonstrate NJ‑licensed counsel with ≥ $25 M bond‑counsel experience and submit detailed references for bond work completed after July 1 2022.
• Required certifications: affirmative‑action plan, non‑collusion affidavit, Iran and Russia/Belarus disclosures, insurance certificates (minimum $1 M limits, A‑VII rating), and receipt of any addenda.
