The Cooperating Technical Partners (CTP) Program is a mechanism that FEMA uses to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk. The program supports the goal of building capability and capacity at the local level. Key aspects of the program include:
* Developing flood hazard and risk assessment data for flood risk projects
* Providing technical assistance and expertise to support outreach activities and community engagement
* Preparing base map data to support FIRM updates
* Developing digital topographic data and floodplain mapping using GIS-based or traditional hydrologic and hydraulic modeling
* Performing independent QA/QC reviews of specific products and activities
* Creating a climate of understanding and ownership of the flood mapping process among stakeholders
* Developing and providing technical training for state and local officials
* Maintaining and/or utilizing personnel to support CTP program activities
* Sharing CTP program experience and related information with peer participants regarding best practices and process improvements
