Description
The City of Asheville is seeking a qualified professional firm to provide planning and conceptual design services for “ART Place,” a mixed‑use, transit‑oriented development that will expand the Downtown Transit Center and incorporate affordable housing. The effort includes transit facilities analysis, community engagement, land‑use and design studies, environmental compliance, financing strategy, and the production of 2–3 conceptual design options with visual renderings. The contract is expected to last 12–18 months and carries a baseline budget of $355,000 with an optional supplemental pool of $100‑200 k.
• Deliver conceptual design packages (site plans, massing, renderings) for a 1.48‑acre urban infill site.
• Conduct community outreach, needs assessments, and produce a public‑ready engagement report.
• Develop a financing roadmap, public‑private partnership recommendations, and regulatory compliance documentation (including Section 106 historic preservation).
• Provide transit operations analysis, space‑needs studies, and environmental/ historic preservation assessments.
• Optional supplemental work (e.g., surveys, geotechnical studies) may be added up to $200 k.
