Description
The City of Kingman, Arizona, is seeking qualified master developers to design, construct, and develop a major transportation and mixed‑use project that includes (i) a new I‑40 traffic interchange, (ii) the Kingman Crossing arterial boulevard, and (iii) a 128‑acre adjacent parcel for retail, commercial and other complementary uses. The solicitation is a qualifications‑based process (RFQ) that will shortlist developers for a subsequent proposal phase, followed by interviews and negotiation of a Development Agreement. The City may lease or sell portions of the land to the selected developer, with lease payments or sales proceeds offsetting construction costs.
• Scope: design & construction of a freeway interchange, arterial road, storm‑water facilities, and mixed‑use land development (≈128 acres).
• Required experience: at least three comparable large‑scale infrastructure/mixed‑use projects completed within the past 72 months.
• Submission: electronic SOQ (max 25 pages) due 5 pm Arizona time, 19 Nov 2026; questions due 5 pm Arizona time, 6 Nov 2026.
• Process: three‑step evaluation – qualification short‑list, proposal submission (≈15 pages), oral interview, then negotiation of a Development Agreement.
• Funding/Revenue: City may grant a ground lease or sell portions of the land; developer may receive reimbursement tied to lease or sale proceeds.
