The City of Winder, GA is seeking qualified engineering firms to submit Statements of Qualifications (SOQs) for pre‑construction engineering design services on a new 10‑ft wide pedestrian bridge that will span State Route 8 (May St.) at Jackson Street. The effort is a multi‑phase, project‑specific contract that will cover concept development, preliminary design, and any ancillary engineering work required through the Preliminary Engineering (PE) phase, with the possibility of extending to construction‑plan revisions and construction administration. Firms must demonstrate relevant bridge, civil, structural, geotechnical, and traffic engineering experience, possess the required Area Class certifications, and be able to meet the City’s schedule and workload capacity requirements. Selections will be made in two phases: an initial qualification review to shortlist 3‑5 firms, followed by a technical‑approach submission and possible interview/presentation.
