Manufacturing of Explosive Shape Charges for F-16 Spin Chute Recovery System

The Air Force F‑16 Program Office is conducting market research (Sources Sought / RFI) to identify qualified vendors capable of manufacturing explosive shape‑charge assemblies for the Spin Chute Recovery System (SCRS) of the F‑16 aircraft. The effort will involve producing a high‑precision, cartridge‑actuated explosive device (approximately 5.5 g net explosive weight, lead‑sheathed PBXN‑5, dual detonators with RDX and Lead Azide) that meets exact physical, electrical, and safety specifications. The Government may provide a Technical Data Package (TDP) for build‑to‑print production, or consider existing FFF‑equivalent parts. The anticipated contract would be a Firm‑Fixed‑Price award lasting about 24 months, likely with a Secret‑level facility clearance and full ITAR compliance. • Manufacture and assemble a 7‑inch‑diameter, 1‑inch‑high shaped‑charge assembly (P/N 52238‑1) for the F‑16 SCRS. • Handle, store, and process sensitive energetics (lead azide, RDX) under DoD safety and ITAR regulations. • Provide testing (radiographic, electrical, Lot Acceptance Testing) and supply‑chain security for energetic materials. • Demonstrate relevant past performance and capability to work from government‑provided technical data packages.
